Manchester City's long-running financial case has entered a new and potentially even more complicated phase after an independent Premier League commission found the club guilty of serious financial-rule breaches. City deny wrongdoing and intend to appeal, while the sanction will be decided separately — leaving English football facing further uncertainty.

For years, Manchester City's financial case existed largely as an unresolved cloud over the Premier League.

That has now changed.

The Premier League officially announced on September 29 that an independent commission had found Manchester City guilty of all charges relating to serious breaches of the league's financial rules across nine seasons between 2009/10 and 2017/18, as well as three of four charges concerning failures to cooperate with the investigation.

City continue to deny wrongdoing and have announced their intention to appeal.

Most importantly, no punishment has yet been imposed.

That distinction is crucial because speculation about relegation, points deductions and even historical titles has intensified since the verdict. None of those outcomes has currently been confirmed.

Beyond the Final Whistle previously examined the case when reports of the commission's findings first emerged in our Manchester City 114-of-115 charges analysis. The Premier League's subsequent public statement has now moved the story into a substantially different phase.

What Exactly Has Manchester City Been Found Guilty Of?

The findings are extensive.

According to the Premier League's official statement, the independent commission concluded that City used what it described as “sham” commercial arrangements involving several partners.

The commission found that these arrangements artificially increased the club's reported revenue and reduced reported costs by more than £900 million during the affected period.

It also concluded that City filed misstated accounts, concealed the true position of its finances from auditors and football regulators, and would have substantially breached both Premier League and UEFA spending limits had the agreements been reported accurately.

The commission also upheld three of four charges concerning City's cooperation with the Premier League investigation.

Premier League chief executive Richard Masters described the disciplinary case and decision as the most significant in Premier League history.

Manchester City now face another major legal battle

Those findings are serious.

But they are not necessarily the end of the legal process.

Manchester City Will Appeal

Manchester City have rejected the commission's conclusions.

The club says it is innocent and argues that the decision contains what it considers material errors of law, principle and fact. It intends to use the appeal avenues available under Premier League rules.

City have until Friday, October 2 to exercise their right to appeal the findings.

Under the Premier League's disciplinary rules, an appeal would be heard by an independent Appeal Board. That board can dismiss an appeal, allow it or make another order within its powers.

This means supporters expecting an immediate conclusion may be disappointed.

The original Premier League investigation began in December 2018, while the independent commission's hearing itself lasted 42 days and concluded in December 2024.

The case has already taken years.

The next phase could remain complicated.

Why Has Manchester City Not Been Punished Yet?

This is perhaps the most important point for supporters to understand.

The guilty findings and the sanction are separate stages.

The Premier League says the question of punishment will now be considered during another hearing before the independent commission.

That hearing will remain private and confidential until publication of its outcome is permitted.

Premier League rules give commissions considerable discretion over sanctions. Possible punishments available under the rules include fines, points deductions and other sporting sanctions.

That does not mean any particular punishment has already been selected.

There is currently no confirmed points deduction.

There is currently no confirmed relegation.

And there has been no official announcement changing Manchester City's historical Premier League titles.

Until the commission delivers its sanction decision, claims presenting any of those outcomes as settled fact are premature.

Could Other Premier League Clubs Seek Compensation?

This is where the consequences could become even more complicated.

Legal experts interviewed by Reuters believe the dispute could potentially generate compensation claims from clubs that argue City's breaches caused them financial losses.

The possibilities are wide-ranging.

A club could theoretically argue that its league position, European qualification, prize money or other revenue was affected during seasons covered by the breaches.

But establishing an entitlement to compensation would be a separate legal question.

It would require clubs to demonstrate not simply that Manchester City breached financial rules, but that those breaches caused identifiable losses for which compensation should legally be awarded.

That could produce disputes extending beyond the original disciplinary proceedings.

Reuters reports that legal specialists believe the combination of appeals and possible compensation claims could mean aspects of the controversy continue for years rather than months.

What About Manchester City's Premier League Titles?

This is another area where precision matters.

Manchester City won multiple Premier League titles during and after the period examined by the commission.

That has inevitably generated questions about whether historical championships could be affected.

But as things stand, the Premier League has not announced that any Manchester City title will be removed.

The commission has yet to determine the sanction.

Until that happens, speculation about stripping titles should remain exactly that — speculation.

The same applies to relegation.

Although the Premier League's rules provide broad sanctioning powers, no official decision has been announced establishing what punishment City will actually receive.

What Happens Next?

There are effectively several stages still ahead.

First comes Manchester City's expected appeal against the commission's findings.

Separately, the independent commission must determine the appropriate sanction for the breaches it has established.

The Premier League says it intends to move through the remaining process as quickly as possible and wants the full proceedings — including appeals and publication of relevant decisions — concluded as soon as possible.

But speed may be difficult.

The financial arrangements involved are complex, the findings cover nearly a decade, and City's appeal could challenge important aspects of the commission's reasoning.

Then there is the possibility of separate legal action from other clubs.

That means the September verdict may ultimately prove to be the beginning of another phase rather than the conclusion of English football's biggest financial case.

A Defining Moment for the Premier League

The implications extend beyond Manchester City.

The Premier League has spent years defending the credibility of its financial regulations while clubs, supporters and governments have debated whether football's existing governance structures are strong enough.

Now the league must demonstrate how those rules operate when one of its most successful clubs is found to have breached them.

City, meanwhile, will attempt to overturn findings that strike directly at the financial structures underpinning an era of extraordinary sporting success.

The stakes could hardly be higher.

And until the appeals and sanction process are completed, uncertainty will remain over Manchester City and the Premier League itself.

Beyond the Final Whistle, the Manchester City case has finally produced an official verdict on the underlying financial charges, but English football is still some distance from a final resolution. City's appeal, the separate sanctions hearing and the possibility of compensation disputes mean the consequences could continue unfolding long after the commission's initial decision. For now, the most important distinction is simple: Manchester City have been found guilty of serious financial-rule breaches, but their punishment has not yet been determined.

What sanction should the Premier League's independent commission impose if Manchester City's guilty findings survive the appeal process? Join the conversation on Beyond the Final Whistle.
