Tottenham have completed the signing of Savinho from Manchester City, making the Brazilian winger another major piece of Roberto De Zerbi’s increasingly expensive rebuild in north London.
Spurs officially confirmed the transfer on Tuesday morning, with Savinho — who will wear the No. 17 shirt — describing Tottenham as an opportunity he was determined to take. Manchester City have also confirmed that the 22-year-old has left the Etihad permanently after two seasons.
The reported numbers, however, transform this from an ordinary transfer into one of the most fascinating deals of the summer.
According to Sky Sports’ report on the transfer, Tottenham agreed a package worth up to £85 million, consisting of £75m initially and another £10m in potential add-ons.
For a player with considerable potential but who was never an undisputed starter at Manchester City, it raises an obvious question:
Are Tottenham demonstrating serious ambition, or have they dramatically overpaid?
Why Tottenham Want Savinho
There is little mystery about what Savinho can offer.
He is quick, technically gifted and comfortable attacking defenders one-on-one. His ability to carry the ball from wide positions could give Tottenham another weapon when opponents defend deep.
More importantly, he is still only 22.
This isn’t simply a signing for one season. Tottenham are betting that the player they are purchasing today is not yet the finished version.
Savinho revealed that his conversation with De Zerbi played an important role in his decision, saying the coach convinced him that Tottenham could help him reach a higher level.
That relationship could be crucial.
De Zerbi wants technically confident players who are willing to receive possession under pressure and attack spaces aggressively. Savinho certainly fits that profile.
But £85 Million Changes the Expectations
The concern isn’t necessarily the player.
It’s the price.
Savinho made 84 appearances and scored seven goals across all competitions during his two seasons at Manchester City, according to City’s official confirmation of his departure.
Last season was particularly telling.
Sky Sports reports that he started only seven of his 24 Premier League appearances, scoring once and providing two assists.
Those numbers don’t look like an £85m superstar.
Of course, transfer fees aren’t determined exclusively by previous statistics. Age, potential, contract situation and the buying club’s needs all matter.
But Tottenham aren’t paying prospect money.
They are paying a fee that creates immediate expectations.
Tottenham’s Spending Is Sending a Message
Savinho isn’t an isolated investment.
Tottenham have already spent heavily this summer, including enormous deals for Sandro Tonali and Matheus Fernandes, as the club attempts to build a squad capable of competing much higher up the Premier League table.
That matters after what happened on the opening weekend.

One defeat doesn’t define a season, but Tottenham clearly believe significant changes are required.
Savinho represents another part of that transformation.

It is spending like a club that expects results.
Manchester City May Be the Biggest Winners
There is another side to this transfer.
Manchester City have converted a talented but inconsistent winger into a potentially enormous transfer fee.
City’s official account confirms Savinho leaves after 84 appearances and seven goals, having won the FA Cup and Carabao Cup during his time at the Etihad.
From City’s perspective, accepting such a substantial offer makes considerable financial sense.
It also gives Enzo Maresca additional resources as he reshapes the squad.

The departure of Savinho reinforces the sense that this is no longer simply the continuation of the old Manchester City.
A different team is being constructed.
What Savinho Must Now Prove
Savinho’s challenge is straightforward.
He needs consistent football — and production.
Potential will justify patience, but an £85m transfer inevitably brings scrutiny.
Goals and assists aren’t everything for a winger, particularly in De Zerbi’s positional system, but Tottenham will eventually expect both.
The Brazilian himself appears confident.
Speaking after completing the move, he said Tottenham have the infrastructure and ambition to reach the top.
Now he has the opportunity to prove it on the pitch.
Final Verdict: Expensive, but the Idea Makes Sense
£85 million is an enormous gamble on Savinho.
Based purely on his Manchester City production, it is difficult to argue that he has already demonstrated that level of value.
But Tottenham aren’t buying his City statistics.
They’re buying what they believe he can become.
At 22, Savinho still has time to develop into one of the Premier League’s most dangerous wide players, and regular football under De Zerbi could unlock qualities that appeared only intermittently at Manchester City.
If that happens, Tottenham’s investment may eventually look far more reasonable.
If it doesn’t, £85m will become a number supporters and critics repeatedly return to.
That’s what makes this transfer fascinating.
Tottenham haven’t simply bought a winger.
They have placed an £85 million bet on their ability to turn potential into elite performance.
