Manchester City's long-running financial case has reportedly reached a historic turning point, with reports saying an independent commission has found the club guilty on 114 of the 115 alleged Premier League rule breaches. But with the league yet to publish the decision, sanctions unresolved and City maintaining that the process remains ongoing, the biggest questions are far from settled.

Manchester City's long-running battle with the Premier League has taken its most significant turn yet.
Reports say an independent commission has found Manchester City guilty of all but one of the 115 alleged breaches of Premier League financial rules.
However, one distinction is critical: the reported findings should not yet be confused with a publicly released final Premier League judgment and confirmed punishment.
Manchester City maintain that the process remains ongoing, while no sporting sanction has been formally announced.
So what exactly is the Manchester City 115-charges case, what has reportedly happened, and what could come next?
Why Were Manchester City Facing 115 Charges?
The case stretches back years.
In February 2023, the Premier League officially announced that it had referred Manchester City to an independent commission following an investigation into alleged breaches of its rules.
The allegations covered several areas and multiple seasons.
Among them were alleged failures to provide accurate financial information giving a true and fair view of the club's financial position, particularly concerning revenue—including sponsorship revenue—related parties and operating costs.
The Premier League's original statement also detailed allegations concerning manager and player remuneration, compliance with UEFA financial regulations, the league's profitability and sustainability rules and City's alleged failure to cooperate with the investigation.
Manchester City have consistently denied wrongdoing.
That is why describing the case simply as “115 financial fair play charges” can be misleading. The charges cover different rules, different seasons and different types of alleged breaches.
What Has Reportedly Happened Now?
The latest reports represent a potentially enormous development.
According to reports, the independent commission has found Manchester City guilty on 114 of the 115 alleged breaches.
But this is where Beyond the Final Whistle believes caution is essential.
Until the Premier League releases the commission's decision and confirms the consequences, claims about City's punishment remain speculation.
There is currently no officially announced points deduction, relegation, expulsion or removal of previous Premier League titles.
That distinction matters enormously.
What Punishment Could Manchester City Face?
This is now the question dominating English football.
The Premier League's disciplinary system allows independent commissions to impose sanctions when breaches are established, but the extraordinary scale and complexity of City's case makes predicting the outcome difficult.
There have already been recent examples of Premier League clubs receiving sporting sanctions for financial breaches, but City's case is not directly comparable because it covers a much wider collection of alleged rule violations.
Any eventual punishment will therefore depend on the commission's findings, the rules applicable to the individual breaches and what happens during any subsequent appeal process.
For now, supporters should be cautious about social-media claims suggesting that Manchester City have already been relegated or stripped of championships.
Neither has been officially announced.
The financial-regulation debate also extends far beyond Manchester City. We recently examined how club finances can tell a more complicated story in our analysis of Manchester United's latest financial results, where record revenue came alongside a substantial annual loss.
Could Manchester City Appeal?
An appeal could become the next major stage of the case.
That possibility is particularly important because City's previous battle with European football's governing body demonstrated how dramatically a decision can change during an appeal.
In 2020, UEFA's Club Financial Control Body banned Manchester City from UEFA club competitions for two seasons and imposed a €30 million fine.
City took the case to the Court of Arbitration for Sport.
The official CAS judgment in Manchester City v UEFA records the original UEFA sanctions and the club's challenge to that decision.
CAS subsequently overturned City's European ban.
But the historical UEFA case and the current Premier League proceedings are separate matters. The outcome of one does not automatically determine the other.
Why Has the Manchester City Case Taken So Long?
The scale of the case helps explain the extraordinary timeline.
The Premier League publicly referred Manchester City to the commission in February 2023, but the allegations covered conduct stretching back many years.
For example, the league's original statement identifies alleged breaches concerning financial information for seasons from 2009/10 through 2017/18, alongside other alleged breaches covering additional periods.
This was never going to resemble a straightforward disciplinary hearing.
The commission has had to consider an enormous amount of financial information, regulatory language, arguments and evidence from both sides.
And because the proceedings are independent, the Premier League cannot simply decide City's punishment itself and announce it.
What Does This Mean for Manchester City's Season?
For now, Manchester City continue competing normally.
There has been no officially announced sporting sanction altering their current Premier League position.
That is particularly significant because City have started the 2026/27 season brilliantly.
Their recent 5–3 victory over Sunderland maintained their perfect Premier League start, with City sitting top of the table heading into the international break. Reuters reported that the victory was also City's seventh consecutive win in all competitions.
Football and the disciplinary process therefore continue on separate tracks—for now.
If a sporting sanction is eventually imposed, the consequences could obviously become significant.
But until that happens, City's results and league position remain intact.
Could Manchester City's Previous Titles Be Affected?
This is another question being asked by supporters across English football.
At present, there has been no official announcement that any Manchester City title will be removed.
Whether historical honours could form part of any sanction would depend on the final decision and the powers exercised by the independent commission.
Until the formal ruling is available, saying City's Premier League titles will definitely be stripped would go beyond the established facts.
The same applies to relegation.
Possible sanctions and confirmed sanctions are two very different things.
Why This Case Matters Beyond Manchester City
Whatever happens next, the significance extends beyond the Etihad Stadium.
The Premier League has increasingly placed financial regulation at the centre of its competition.
Clubs are expected to operate under the same rulebook, which means the handling of such an enormous case will inevitably influence perceptions of how consistently those rules are enforced.
Manchester City, meanwhile, have every right within the relevant procedures to challenge findings against them.
That makes transparency particularly important.
When the complete decision becomes available, the most valuable information may not simply be the final number of proven breaches.
The reasoning behind those findings—and the reasoning behind any punishment—will help explain what this case means for the future of Premier League financial regulation.
What Happens Next?
The football world is now waiting for several critical developments: publication of the independent commission's findings, confirmation of any sanction and Manchester City's response to the final decision.
Only then will we have a complete picture.
Until that happens, headlines claiming that City have already been relegated, stripped of their championships or hit with a specific points deduction should be treated cautiously.
There is a difference between what could happen and what has happened.
For a case this important, that distinction matters.
Beyond the Final Whistle, the reported finding against Manchester City on 114 of 115 charges would represent one of the most consequential developments in Premier League history. But the final chapter has not yet been written. The commission's full decision, any sanction and the expected legal response from Manchester City will ultimately determine how profoundly this case changes English football.
